This is not true HOWEVER, Oncor does rely on a work force made up of 80% contract labor. Some of which can not speak or understand english who are not trained, understand eletrical theory or held responsible for the end results.
Oncor tells it's empolyees "cheaper to use contract labor". They dont have to pay benifits etc....
Oncor customers are paying for it now.

COAL and LIGNITE is the answer. Plants can be built with very clean scrubbers and supply enormous amounts of energy.
