the most efficient HVAC system is one the doesnt have to run. better windows, better insulation and better construction materials will reduce the amount of time you system will need to run. also, switch to LED lighting to reduce energy ussage and the associated heat load other lights can emit.

on a commercial scale, most buildings are not nearly as energy efficient with respect tot heir HVAC and lighting systems. most is driven by upfront capital costs vs long term payback. Also, investing and maintaining in a good BAS controls system can have a huge impact on energy ussage. occupancy sensors, after hours setbacks, variable speed vs constant speed, high efficiency boilers, load shedding, ect.

most facilities are not energy efficient.

It's actually less efficient for the building when all the Karens and Shamikas bring in their space heaters to plug in under the cubicles to warm their cold diabetic feet because the facility manager turned the heat down.

I like the old Hannity expression "All of the Above" when it comes to energy policy. It doesn't have to be a political issue at all. Everyone wants more efficient and cheaper energy. It's a common goal. But one side wants to make it an all-or-nothing deal and demonize anyone who doesn't agree with them 100%.
