Until there are on chain service agreements Chainlink (the company) is an intermediary between data requesters and nodes but this is going to change soon.

I think they are subsidizing the ETH gas costs being incurred by the node operators. Thats a scaling issue on ETH’s end.
Many projects, including ETH itself, is working on this and I expect it to be solved soon.
