I know you have never been accused of being the brightest bulb in the box but you can put someone in a higher tax bracket until a debt is paid if you wish. And if thats not an option there has to be a way to make them pay over a period of time for citizenship. Too many Ivy League people in Washington that can think of a way to make this happen for you to discount it as stupid. That way they are not getting free entry without paying the repercussions. Clearly you lack creativity in coming up with alternative options.
