At this point they just need to open up the whole country and just let people decide for themselves. Warn people that Covid is still out there, but let people decide for themselves. People can still work from home or whatever.. But just as long as everyone understands that if they get it and they have to go to the hospital, they are not guaranteed to be treated.

You can't please everyone so just make it "at your own risk". Don't make it a priority at hospitals because.. that's just part of the risk.. And just move forward. People are going to do what they want anyway.
