He did over-value loyalty to himself.
And he wasn’t always good at assessing the actual level of real loyalty the person had for him.
Over-valuing Rudy’s loyalty to him was part of his undoing.

In a position in which you are attempting to drain the swamp, what other metric can you use?
It's sad to see the results. I've been a believer in Trump since he announced, but aside from different hires, what could he have done differently while under such constant pressure?
