Given the number of NG troops deployed, it is not uncommon to see it done in a manner like this. Also, the Lead Federal Agency requests capabilities, not specific units then the capabilities are filled accordingly...
Under the existing compacts a governor may have an MP Battalion in his/her State but would only be willing to offer an MP Company considering the current state of deployments and the need to keep some capabilites at home...
