I tried to get him to explain it, but he basically said he didn't want to research it to possibly prove it wrong
I did research it however. The "11.3" he keeps referring to comes from the Dept. of Defense "Law of War Manual" which is not U.S. Code like he said. The Law of War Manual is just that, a manual covering international law as it relates to war.
