What is your budget?
A full size pistol will have less recoil than a compact or subcompact due to its weight.
Best suggestion is to try out a few and see what she prefers. There are many out there that are extremely reliable.
ETA: I would start with a 9mm

This is true. I have a S&W Bodyguard, very small and lightweight, good for carrying but has a big kick. I prefer my 9mm. She really needs to try them out before you buy.
