Because the US Congress will say "no" and the SCOTUS will also block it. It's that simple.

Now, think about what happens if Texas just decides to do it anyway.

1. 46% of the voters in Texas voted for Joe Biden. you already have a problem on your hands with that.
2. Many of the corporate presences you snagged will leave. They will be shamed by the leftist media if they don't.
3. The IRS will threaten Texas citizens with stiff penalties once the insurrection is over if they fail to pay their Federal Income Taxes. So most people are still going to pay which kinda defeats the point.
4. All Federal funding/assistance to Texas stops. (They still pay taxes tho) Politicians promise to resume with backpay once the insurrection is over.
5. All US military pulls out. Have fun with that.
6. The US stops buying oil products from Texas. The Saudis and other allies abroad step up to help the US put pressure on Texas industry.
7. Wall-to-wall coverage on TV and social media about all the bad effects of TEXIT. "Insurrection" is the word they will use to describe TEXIT. They'll trot out everyone who is suffering and interview refugees. They'll make a big deal about refugee camps. International outrage and condemnation would ensue. International travel nearly halts even if airlines aren't pressured into pulling out all-together.
8. Texas would become a 3rd world country after all of the above happens. Buyers remorse kicks in.

Not one shot fired and yet Texas would be completely under the US's thumb. There's just no way around it.
