It was written in English because congress was the audience.

Keep in mind that the Gumboman gets out over his skis resulting in all manner of Boomer cringe. One of the finest examples was the time he posted a screenshot from World War Z that he was duped into believing was an urban riot last summer because somebody had shopped "MSNBC" onto it.
