What SOS had said was something to the effect of; "well he hasn't talked to me".
Just because he hadn't talked to SOS,doesn't mean there wasn't a settlement made. There are more than the S(S, whom should be facing a recall - long with Kemp and Lt. Gov., with whom a "settlement" could be legally made. How about the Republican Senate for the state of GA, for starters.
THEY were the ones round-ended on this whole thing.

Yes, that is exactly what it means.
Settlement of a case requires settlement with all parties. Even if the plaintiffs settled with some parties and just dismissed the case as to Raffensperger, they are required to inform the SoS of what is going on.
And most settlement agreements are submitted to the Court so that breach of the agreement constitutes contempt of a Court Order.
