You could be right about this, but I wouldn't take it for granted. The world is changing fast these days. It wasn't so long ago that people in Baltimore felt pretty good about themselves with a new baseball stadium and fancy development around the harbor. If you ask me, the medium to long term prospects for NO are very bleak.
The city had a chance to really do some good after Katrina. That opportunity was wasted. Terrible leadership and too much pandering to the criminal and parasite class.
