Two major issues I see that's causing you a lot of confusion.
1. You think receivers block on read options and run routes on RPOs, this isn't true. Receivers run routes all the time to pull defensive backs out of a designed running play.
2. You think NFL and college RPOs are the same when they're two different concepts because the NFL has different rules regarding downfield blocking.
