IIRC Kissinger is still alive
And I am sure he remembers The Domino theory. With China's influence in the economies in South America, we live in interesting times.
First they build islands in S China Sea. Then they militarize them. Then they get involved in Africa and South America. This is not to say that China is involved in Chile's "constitutional crisis", but I believe this does not upset them.
ETA: I think they are in Trinidad as well, building a hospital. Hope trinidadtiger checks in.

Island Buckeye,
The chini are building 3 massive hospitals here and several clinics, all courtesy of one of the most corrupt construction companies in the world (according to the IMF, who is also corrupt so thats saying something), the good ole Chinese Railroad Construction Company.
Then over on our sister isle Tobago, last year I saw their "political leader" was in chini for a meeting with the CRCC. Went over there last month and they are building community centers in every friggin hamlet on the island, several govt buildings (when they cant fill the ones they have, literally half the population 27,000 people work for the govt).
And now they have announced they want tourism, so they started construction of a 900 million dollar airport, built by.....Chinese Railroad Construction Company.
Though I must thank the American taxpayers as well for their tax donations to the UN,IMF, World Bank, IDB, etc for funding projects we need so we can spend all ours in kickback deals with the chinese.
I assume they will leave soon, Guyana with their oil finds will be ripe for the pickins over there. And Guyanese, I think I know one honest one, but I probably just dont know him well enough, they will be happy like pappi with the chini.
