You know as well as I, this isn't about "room", rather it's about the Federal money available. For example, my step son made a 29 on his ACT (subtle brag) and has all his schooling paid for.

He's a 20 year old white male that's using up the resources that could be better used by others.

When I posted that my daughter made a 29, I was ridiculed. But that was the OT, where a 34+ is required.
