Results for Delaware In November 2011, then Attorney General Beau Biden asked Kathy to return to the Delaware Department of Justice to serve as State Prosecutor, supervising criminal prosecution statewide. Kathy’s work included reforming habitual offender laws, strengthening gun laws involving violent felons, and creating the Child Victim Unit. During her tenure as State Prosecutor, Kathy worked on criminal justice reform, including the restoration of driving privileges for people coming out of the justice system and successfully seeking reform of the bail system. Under Attorney General Biden’s leadership, Kathy formed the Crime Strategies Unit, whose focus was to work directly in areas with high incidences of violent crime. Kathy also collaborated with police to formulate Delaware’s first model policy for police wearing body cameras and secured funds to provide the lifesaving drug Narcan to police agencies statewide.
