1. It's probably not enough to turn off the people that were going to vote for him anyway (at this point everyone will do everything to justify their vote no matter what).

2. Teasing it puts the media and Joe's team in an uncertain state. The threat of releasing something juicy could force an error in the interim if they decide to be proactive.

3. The initial drop, while even though the media covered for Joe, essentially brought his campaign to a halt (not that it was rolling much before.) The drip could ensure he basically ghosts everyone clean through the election, which can only hurt, if there are any undecideds left, or at the very least, enthusiasm/turnout among those less diehard leftists.

Bonus scandal pron answer: What they have is so insane, it will cause Joe to have to drop out, and releasing that closer to the election will give the DNC less time to adjust and will kill them on 11/3.
