The number rules were based on players primary positions, but if they switched positions they could keep the number. As far as where they lined up, it could and still can be anywhere with the caveat that 50-79 have to report to be in an eligible position (like the fridge or the guard for San Fran that gave them the idea)
Todd Christensen started as a FB before moving to TE. If I recall right Rod Bernstein played some games at RB with a number in the 80s.
Reggie Rucker wore 33...but he was a few years before those guys, so I’m not sure if he had switched positions or the rules were different then.
