He's really hedging his bets from a personal stand point. Regardless if Trump wins or not Barr is gone and Barr knows this. However if Barr pushes for an indictment now and Biden wins there is a strong chance they come after him after the election. If Trump wins Barr still retires before 2021 and hopefully Trump can appoint someone like Sidney Powell as AG who will get shite done.
