It makes perfect sense. Hillary won the pop vote by a MOV that could be achieved in 2 or 3 California counties. A pop vote win for Biden is all its going to take for dems to contest and drag this out in a court.
What better place to cull Trump votes than in Cali where you have well defined conservative areas, plenty of people willing to turn a blind eye, and loose election practices?
ETA: Im not suggesting that this is a strategy from on high. I think local dem groups are hearing the dog-whistle loud and clear and taking it upon themselves to "deal with" Trump ballots. Cali makes sense to me for the reasons I've stated, but I dont believe that this is a party or campaign directive.
