They could vote for contempt.....but they are not law enforcement and would have to ask the DOJ to detain him.....which would not be likely since he is DOJ.
Congresses power to subpoena is not unlimited....it has to be done for legislative purposes not simply political purposes.

My guess is he has already discussed it with POTUS and can claim Departmental wide blanket Executive Privilege.
