re: People who refuse to get out of a car when pulled over

Good idea - perhaps they can come up with some simple way to disable the car
=> zap the computer so it cannot run?
=> Place the tire puncture blocks around all tires?
Tell the perp he needs to get out of the car, or we will wait right here for reinforcements to arrive and he will be financially responsible for all the extra effort/costs involved in obtaining compliance with the law.
Tell the perp he has one minute to make that decision and after that he is violating some other statute for which he will be held criminally liable.
We need to make that "other statute" a federal law so that biased DA's cannot dismiss the charge.
ALSO - we need to put a heavy emphasis on not making trivial stops. LEOs should feel as liable to the legal process as other citizens. Perhaps stiffer training on how the new 'look over the shoulders of LEO' will work.
