There's never going to be a perfect scale. Hell, with the SS we have two parameters to assess, and they are rarely cut and dry. I guess you could throw in size and speed of movement, but that won't really change much. NHC sets the base intensity forecast and other NWS entities follow up with the particulars, be it high wind, surge, flash flood, tornado, etc.

I guess I'm not in the pile on more expectations mood right now in regards to the NHC.
