The “live virus” vaccine is the problem, but it costs a small faction of the cost of the “inactive virus” vaccine. Thus, it is possible to vaccinate FAR more people, assuming that funding is not unlimited.
My father tells a story of helping my great grandfather treat a cow for clover bloat one cold winter day in the 1950s. With all the wisdom of a typical teenager, Dad advised his grandfather that they should kill all the clover before the following winter. My great grandfather responded “Boy, that clover’ll save more than it kills.”. Same pasture today (70 years later) ... it still does. You accept a few getting sick, to prevent starvation of an entire herd.
