Stealing lotto tickets is one of the dumber things you can do.
They are only validated when the store calls them in and they are all serialized so that any winners can be tracked back to the originating store. And any winning ticket which is obtained by illegal means voids the prize.

You are trying to assume that half way intelligent people still lottery tickets.
