Most toilets work better than that, even the older ones.
Does it flush ok if you hold the handle down? May just be the flapper valve need to be replaced or adjusted. Also check the water level when the tank fills up. There is usually a line showing fill level.
Also check to make sure nothing is stuck in it, like a kids toy.
