What’s the biggest downside to a form 1 build?

SBR/SBS? None.

Suppressor? If you make a bad one, you can't modify it legally. You only list the caliber and overall length on the Form 1, so there need be no information on the internal configuration. However, once it's made, it's made and you aren't allowed to make changes. If you get caught doing that, you may find yourself under some unwanted federal scrutiny because only an SOT can modify or repair a can once its made. Also, homemade cans tend to not perform as well as commercial options. They tend to be heavier than commercial offerings since they may have access to better materials than you do.

That said, if you know what you're doing, you absolutely can make something that rivals a commercial product. It's just that you get one shot at it per Form 1, so if you want to prototype it'll cost you $200 each time, material for each one's going to cost you several hundred bucks if you start getting away from stainless steel, and if what you make sucks, it sucks and you're stuck with it.
