I have lots of questions. No details on how they know each other, why they were in NOLA then BTR. Why this arrest is happening over a year later?

I find the police report comments strange too. A lot of time and effort is spent trying to explain why he “froze.” Sounds like someone trying to talk up a traumatic brain injury. A TBI can literally be a concussion and that’s documented in your med history as a TBI. Be interesting to know about his seizure history. Does she have any reason to know this information? It’s not like she was his caregiver, or they would have just said that. So, they have sex and a year later he says I have a TBI so I just froze?

Also, how is this LSU PD jurisdiction? Sounds like crime happened on drive b/w NOLA and BTR.
