Developmental League. It allows for a Devy Draft in addition to Vet and Rookie drafts. You are drafting the rights to college and sometimes high school players for your dynasty.

Does Sleeper support the format or do you have to keep track of the pre-NFL guys yourselves? I can’t imagine they fully support it.

The Pre-NFL guys are tracked via Google spreadsheet. However, sleeper allows for a speciality draft. During the draft everyone drafts a Kicker then changes the name to the Pre-NFL player. So it does allow for trades.
