I know that there's been a lot of debate of do you have to wear one. Do businesses have to make you wear one? Are you going to get fined? If you really read his presser, JBE knows that he can mandate this but not enforce it. He said it.

He chose his words carefully. He's not stupid. He knows that since it's not a law, it can't really be enforced. As far as businesses, he said, "required to insist". I know that you've probably seen that you can be fined and/or put in jail for 6 months by ignoring the mandate. But think of this, if this mandate can actually be enforced with a punishment for non-compliance, then when a mandatory evacuation for a hurricane is issued, then they would have the power to fine or arrest you for non-compliance. But that is not the case. They can't. They just won't send any emergency services if you don't leave.
