It's not ineptitude, it's numbers. The majority of people that live within the actual Nashville city limits, not the metro, probably rent, just like every other major urban center. So you raise property taxes, knowing the majority of your voters won't be impacted directly, at least on paper.
Then rent prices go up and the renters blame it on the evil capitalist pigdog landlords, all the while barking and clapping like seals at the local government raising taxes on "the rich".
