It's a business decision like everything else. Most OOC games are against scrub teams that no one is going to attend (assuming the stadium is even open) and the schools hosting those games pay millions. It's a net loss and the schools don't want to lose the money.
The one good OOC game you get is a sacrifice for not losing millions on the 2-3 scrub ones.
