thats not entirely true. Saints were going to refund the money to those originally who were to opt-out and not allow them to keep their rights. They got some backlash from fans who were pissed off. Then the Chiefs came out and announced they would let fans get a refund and retain rights. Which would most likely happen league wide, and were pressured into changing their stance.
Even the opt out forms are a little confusing with the wording in my opinion.
I dont mind rolling over my money, but I think it is bullshite any fan would have to choose between supporting their family during a crisis and not getting money back to retain tickets for a service they cannot use. Just my opinion.

chiefs didn't start that option nor did the saints have pressure to change their stance. Back in May nfl sent out memo to all teams.
The memo, a copy of which was obtained by Newsday, states that “if a game is canceled, or is played under conditions that prohibit fans from attending, anyone purchasing a ticket directly from the club (i.e., season tickets, group sales and/or partial season plans) will have the option of either receiving a full refund or applying the amount paid toward a future ticket purchase directly from the club.”
