Think he just asked her to leash the dog, which I believe is the rule where they were.

That is a threat in any facet of society, period.

He then began to call her dog over and offer it dog treats, which would likely also be interpreted negatively after someone threatens you, doesn’t have a dog with them, tries feeding your dog while tensions are high between you two.

He doesn’t want a part of prosecuting because he also looks scummy as frick to anyone who watched the video.
