I think you're asking that question under the assumption that vaccines work 100% of the time, when vaccines are actually 85-95% effective. So a high-risk individual can take the vaccine, but it may not be effective for them. But if everyone else around them had the vaccine administered, and it was effective for most of them - then they are protected by a group of people that can't carry/transmit the virus.
