I think the noose was probably an old insensitive joke someone did out of the pulley that coincidentally happen to be in his garage. Although he may have been offended by it, which is ok..it wasnt directed towards him at all and he should let it go.

I think it’s some old rope uses to lower the gate thrown together by some guy that finds nooses the most effective way to make a knot.

Are you stupid? It’s not a noose. It’s a loop knot used as a handle.
That’s it. No nefariousness. They are all over.
Unless any loop is racist which if you think that you are a moron of epic proportions
