When does the Seattle gov't inaction bring Federal consequences?
Considering the supreme court ruled police are not required to enforce laws or protect citizens, I would say it isn't a far reach to assume they would also rule the government in general is not required to protect citizens.
At a fundamental level this makes sense because it is similar to saying healthcare is a right. If healthcare is a right and nobody wanted to be doctors, the government would have to force or enslave people to be doctors. Not realistic.
I can see the same argument for protecting the public. If it is required to by law and nobody wants to do it, they'd be forced to enslave folks to be cops.
Don't be surprised if the government is never held accountable by itself. It can realistically only be done by voters. I guess that is the way it was designed to be anyway.

So what’s the end game here?
How does this end? Do they just get tired and go home and go back to their jobs?

I have a hard time believing the US government won't take action on a group of people trying to turn US land into another nation.
