How come your hypothetical doesnt mirror what really happened? Why do you idiots have to use hypothetical situations to make a point about an ACTUAL situation

But yes, in your hyperbole, if it is work known to be needed, there is a department and method they must follow.
But, on a road..it is not the responsibility of the driver to out himself in harm's way to miss a dog laying there.
