If there are shad present then they are definitely eating them. That can be tricky since they will get really keyed in on small shad. A fluke is still a good bet. Senkos work anywhere, as much as I hate fishing them. Willow leaf spinnerbaits can get bit, and have a popper or spook handy. If you get a wild hair and it’s tough try a jerkbait. Shad feeding fish look up, you’ll want to focus on the top third of the water column.
