Actually, the Saints are allowed to negotiate a naming rights deal on behalf of the state with the proceeds from the sale going toward any subsidies the state would have had to pay the Saints. It is pretty much up to the Saints to get the best deal they can for the benefit of the State.
I suppost the Saints could sell them to DIXIE for $3.50 and the State would have to pick up the difference in lost credits and the Saints don't lose a thing.
