I tested it on the ohm setting and it doesn't read anything. My meter beeps when you touch the leads together on the ohm setting. When i touch the leads on the capacitors I get nothing. But when I test in the capacitance setting they read in range or close to it. I don't know shite about capacitors, only what setting to put my meter on, that's why I'm here with you clowns. Lol

As log as your meter is hooked up right it appears your capacitors are working. They are within spec according to your pictures.
If they are not misshapen or burnt corroded then I would look elsewhere for your issue.
Is there anything free to your compressor that you can spin?? Make sure it's not locked up.
