This is partially what makes family coverage unaffordable.
I could only support it if, the parents still claim their children as dependents if they are disabled with no working income or a college student with little to no income.
Otherwise, make them or their employer buy insurance if they earn enough or check for eligibility for Medicaid.
I can remember when colleges had their own health insurance student fees that could be used as basic coverage to see a doctor on campus and limited hospital coverage.
