I don't personally know the answer, but hopefully you don't get the "that is not in our jurisdiction" from both sides run around.

No, not if the deal was to take place in Louisiana. What they will do is issue a warrant, contact a local sheriff in his town and have them knock on the door a few times. After that, he will get picked up from a traffic stop or other run-in with the police.
