He was following the guy probably from the scene of the crime and called the two in the truck to help apprehend him.
* this is speculation but it’s the only reason I can see why this guy would be filming and driving on the wrong side of the road. He was obviously already flustered about something

From what I have read they had followed him for a while and he went a different direction or something and got away from them. Whoever was filming probably saw them chasing after him and started filming.

its possible that the person filming was the 2nd 911 caller who called to simply report "a black man is running down the street"
