Highest paved road in North America
I think Mt Evans is the highest paved road. Trail Ridge is the highest continuous paved road (since Mt Evans stops at the top of the mountain and you have to turn around and go back the same way).

Hwy 12 in Utah through Red Canyon
I-70 across the San Rafael Swell in Utah
NC 12 from Whalebone to Hatteras in the OBX
US 34 up Big Thompson Canyon to Estes Park
Wyoming 130 from Centennial to Saratoga across the Medicine Bow mountains
US 129 from outside of Maryville, TN into north Georgia

Correct. When you get to the parking lot, you can hike the last 100 or so feet to right about 14,260'.
