This is FAR from "settled".
By the time the shitstorm of lawsuits crests, several of these cases will make it all the way to SCOTUS.
We may see the several changes in regards to limitation, scope, or even the end of "emergency powers" by state/municipal exectives altogether.
Declaring an emergency =/= immediate power to suspend due process and specifically enumerated Constitutional freedoms.

So as of now, Hidalgo's order has this support
Police Union - "We won't enforce it, its stupid"
Texas AG - "Cops should focus on criminals and not this"
Mayor Turner - "HPD will not issue fines for not wearing a mask"
Pending lawsuit asking for a stay
