I think there should be a new constitution, but the state legislature will have to pass it quicker than they possibly can organize and understand where all the budget money goes. This cannot be a quick process aside from putting all restricted and non restricted money on the table and deciding what to prioritize.
Secondary, the main tax revenue source come from sales tax and this is far less stable than a property tax. Changing this would be a major battle that our legislature lacks knowledge and conviction to change.
LA will feel the impact of this for years without Feds sending funds.

In mid may congress is going to parachute money to state and local governments. It is going to be another 2 trillion. Because we were hard hit early, we may end up with more money than we normally have.
