Has never been done in history but it’s in there.
Article 2 section 3 specifically
Article II, Section 3, Clause 3 also authorizes the president to adjourn Congress if the House and Senate cannot agree on the time of adjournment; no president has ever had to exercise this administrative power.[34][35]

Which works perfectly because the senate doesn't want to adjourn and the house "does". they actually don't because they keep gaveling in even though no-one is there.

As the Democrats have said. This is the worst crisis in American history.
Seems logical to use his powers in such trying times of less than average flu deaths.
Bury them with their hysteria
