in a perfect world, with scouts on hand, they'd collect his 10yd and 20yd split times on that run.
But yes, 40's are still a thing. Baseline measures have long been establish, and its beneficial to see where guys stand.

Of course they are a thing. Speed is crucial. However, the whole "hand-timed" vs. "electronic timed" is not a big deal. With the exception of outright fraud, the difference isn't significant enough to mean that much.
Fast is fast and a few 1/100 don't matter.
